that's probably a prototype/temporary bumper to hide the actual shape of the front endSaw this article by motor trend just now, and while it's hard to tell with the wrap, that front bumper looks horrendous...
I'm hoping they're just using that front bumper for testing since the rest looks like a current gen civic.

That is a powertrain test mule, it's an 11th gen with the 12th gen powertrain in it to test it's feasability and capabilities. Just so you're aware Honda is focusing on N/A engines again that outperform turbo 4s, word on the street is the V6 Accord will be coming back
