Another not so good dealer experience with the dumb reverse mount wheels

I don't trust the service details on Carfax reports. IMHO, it simply reports the service history where you have no clue if the shop that did the prior work completed everything properly.

Take your car to one shop where they happen to mess up something. Take your car to another shop to fix it or do something else. The next shop would likely charge more to fix previous repairs or would assume responsibility for the prior work done before they serviced it. It turns into a game of momentary upselling or pointing fingers down the road.

Best option IMHO is servicing your own car or having a trusted friend/shop perform the work on your behalf to your level of expectation/satisfaction. I prefer the DIY approach for quality control for most things. For tire installation, I trust the local non-chain shops as they seem to show more knowledge and care.

That wheel scraping on the barrel looks like it was damaged by some gorilla using a tire iron to get the tire bead over the wheel flange. I have those marks from a buddy who mounts tires for me on my track wheels.
