So I got the issue fixed. Apparently the voltage was out of target for the PCM on start up so it wouldn't allow it to learn the actuator. It was at 2.01 and it needs to be between like 1.24 and 1.46 for it to not throw this code. I found this video on youtube and it worked for me. So i guess...

throttle response is instant especially going between gears and definitely feel it from 2nd thru 3rd. id say best mod is probably downpipe and then tune.
