Type A to Type B Instrument Panel

Can you switch the Instrument Panel from Type A to Type B (via replacing the cluster)?
Would you need programming to make it work or would it just be plug and play?
Just curious because if it's easy enough then cool, if not, oh well. I just think it's a bummer that it doesn't come on the EX-L Hatch in Type B.

I'd also like any information on switching the 7" infotainment with the 9" and if you'd need the 9" infotainment to pair with the Type B Instrument Panel.
