Turbo and fuel related changes require a tune. Everything on your list except the flex fuel kit will work fine without a tune. If this is your daily driver, I would highly recommend NOT going the e85 route.

Why does the intake need to be carb approved? As long as you get one that sticks with the OEM plenum size, it doesn't affect the mass air flow sensor, then it has no affect on emissions.
If you want to hear more noise, but stick with OEM box, then just remove the intake resonator.
