Been noticing, if I am already moving and have my foot off the gas coasting, when I go back to accelerating there's a little roughness (feel a little vibration in the steering wheel) at around 1700 or 1800 rpm. Normal? What's up?

Had a little curb scrape. Was able to sand out most of the mess but now I'm left with some patches of shiny bare metal right next to the undamaged part. The difference in "shade" is a bit more noticeable than in the pic. What's the best way to finish this so it matches as best as possible.
