Looks like a misapplied (or more specifically, incorrectly removed) ceramic coating or wax. Definitely have a good detailer do a decontamination and polish to get this out.
All in all Civic paint isn't thinner or thicker than any other manufacturer, it seems there are other issues at play (e.g. contact with foreign objects) that seem to be the issue.
There’s clearly some sort of rubbing going on between your panels, I’d definitely investigate that bit but I wouldn’t say that particular issue is necessarily related to paint quality.
You do but if you have a provider, you can usually call them same day. I had a VIN before I picked mine up so I called a couple days before and said please make the policy effective as of X date.
