Feels like I'm never going to find one since dealers aren't taking anymore on the wait list.

Congrats. I assume your dealer that you were on the list for called? I'm wondering how the lines are now, heard there were a few cancellations but not sure if it is enough to clear the waitlist.
Nope. I just found a few dealerships that were sitting on Type Rs for long period of time and negotiated with them until I was comfortable taking a deal with one. Right now is a decent time to talk to them. These guys are losing money the longer the cars are sitting at their dealerships. You can see some dropping their prices every 1-2 weeks. My suggestion to you would be to find a few of in dealers your area or another province that you're willing bother the shit out of, until they make a deal. Prices are going to drop even further as MY25 comes out.

Are those "Slightly" used or new with less than 90 kms? I see a lot of units with a couple thousand kms that's been collecting dust.

I thought 2025 would be the year they would have mild refreshes?
We're assuming there will be changes like in previous gens, but nothings confirmed. Neither the Si or Type R were mentioned at the "secret" dealer meeting in Vegas a few months back for MY25 cars. I'm thinking the Type R will remain the same or at least I hope. I personally am not a fan of them trying to apply the Accord look onto the Civic.
